Patna: Delivering Welcome Address, Speaker of the Bihar Legislative Assembly Shri Nand Kishore Yadav said that Bihar is considered to be the center of cultural, historical and intellectual heritage of India. He added that Sitamarhi is the birthplace of Maa Sita which is a religious, historical and modern tourist attraction. Shri Yadav noted that Bihar is the birth place of Lord Buddha, Mahavira and Guru Gobind Singh ji. He added that it is the land where Chanakya stated the principles of politics and Emperor Ashoka gave the message of propriety in governance.
Observing that the AIPOC is an effective platform to strengthen democracy and promote dialogue and coordination among public representatives, Shri Yadav said that the role of Legislative Assemblies and Legislative Councils is very important in the promotion of democratic values. He added that the AIPOC is not only a platform for exchange of views, but also an opportunity to share experiences and discuss measures to make legislation more effective.
Shri Samrat Choudhary, Deputy Chief Minister, Bihar and Shri Shrawan Kumar, Minister in Government of Bihar also addressed on this occasion.

The agenda topic for the 85th AIPOC is:
“75th Anniversary of Constitution: Contribution of Parliament and State Legislative bodies in strengthening Constitutional values”.
The 85th AIPOC was preceded by the 61st Conference of Secretaries of Legislative Bodies in India on 19 January 2025. It deliberated upon the following agenda topic:
“Adoption of modern technologies in our legislative bodies for greater efficiency, effectiveness and productivity”.
AIPOC is being held at Patna for the third time. Bihar had previously hosted AIPOC in 1964 and 1982.
