Chandigarh: On the suggestion of Vidhan Sabha Speaker Harvinder Kalyan, the Lok Sabha Secretariat will prepare a short-term course to develop the skills of employees of the Haryana Vidhan Sabha. On the basis of this course, the training of employees will be conducted in a more comprehensive manner in future.
Encouraged by the success of the two-day employee capacity-building programme organised in Chandigarh for the employees of the Vidhan Sabha, Kalyan has planned to expand these training programmes. He held a meeting with senior officials of the Lok Sabha Secretariat immediately after the programme and point-wise discussion was held to make it more comprehensive.
During a discussion with senior official including Lok Sabha’s Director of Parliamentary Research and Training Institute for Democracies (PRIDE) Juby Amar and Deputy Secretary Sunil Minocha, it was decided that short-term courses should be prepared to enhance the work skills of the employees.
The Speaker said the employees had not only been trained well but also have been encouraged to work with new energy with the way the subjects were presented in the two-day programme.
Kalyan said the subjects related to office procedure, record management and manuals were of utmost importance. He said although the reports of study tours of committees in the Haryana Legislative Assembly were being prepared legally, there was a need to make drafting more meaningful and useful.
Kalyan said special attention would be paid to the drafting of questions for Question Hour. The role of the Research and Reference Division of the Assembly would also be enhanced. It was also necessary to improve the functioning of the legal cell.
Similarly, special courses should be prepared on the work of the establishment branch and following protocol and etiquette while dealing with members, he added.
