Delhi Police submits 13,967-page supplementary charge sheet in Parliament breach case under UAPA

New Delhi : The Delhi Police Special Cell submitted a fourth supplementary charge sheet totalling more than 13,967 pages in the Parliament security breach case on January 31, 2026. The filing relates to the security breach that occurred in Parliament on December 13, 2023.

The charge sheet invokes provisions concerning terrorist acts under the Unlawful Activities (Prevention) Act (UAPA), as well as offences including criminal conspiracy, provoking riots, obstruction of public duty, obstructing a public servant from performing duty, destruction of evidence, and others under the Indian Penal Code (IPC).

Additional Sessions Judge Amit Bansal took the supplementary charge sheet on record and scheduled hearing for May 29, 2026, at 2 PM. The judge directed the supply of one set of hard copies of the charge sheet to the counsel for accused Neelam Ranoliya and Amol Dhanraj, alongside scrutiny of the documents and further proceedings.

During the hearing on the framing of charges, the counsel for Neelam Ranoliya and Amol Dhanraj argued that the submission of the supplementary charge sheet at this stage, amid ongoing lengthy arguments, constitutes a gross abuse of the legal process. They requested that a hard copy also be provided.

Advocate Samridhi Dobhal, proxy counsel for the special public prosecutor, assured that hard copies would be supplied to the accused’s counsel at the next hearing.

The supplementary charge sheet was filed under sections 186, 353, 153, 452, 201, 34, 120B of the IPC and sections 13, 16, and 18 of the UAPA. The court has already taken cognisance of these offences.
