New Delhi: Prime Minister Narendra Modi on Friday placed the spotlight firmly on experience and intellectual heft in Parliament, congratulating Nitish Kumar on his return to the Rajya Sabha while welcoming the nomination of Harivansh Narayan Singh to the Upper House.
