Goa government weighs legal action to secure ST assembly seat reservation by 2027

Panaji :  Goa Chief Minister Pramod Sawant has confirmed that the state government is actively evaluating all available legal pathways to secure Scheduled Tribe (ST) reservation for assembly constituencies ahead of the 2027 state elections. The administration is currently reviewing options to overcome existing judicial hurdles that have stalled the process.

The primary obstacle remains a stay order issued by the Bombay High Court, which prevents the Census Commissioner of India from notifying the estimated ST population within the state. This notification is a critical prerequisite for the delimitation and finalisation of the four assembly seats intended for the ST community.

Legal Strategy and Federal Coordination

Addressing the media on Friday, Sawant stated that the state’s legal team is meticulously examining alternative routes to bypass the current judicial impasse. Because the state government was not an original party to the litigation that resulted in the High Court’s stay, officials are now determining the most effective way to intervene or initiate new proceedings.

The Chief Minister noted that the state has formally requested the central government to challenge the High Court’s decision in the Supreme Court. Furthermore, the state is conducting its own independent assessment of the legal landscape to ensure that the reservation process remains on track for the upcoming electoral cycle.

High-Level Discussions on Electoral Representation

The push for reservation has moved to the forefront of the government’s agenda, with Sawant confirming that he held high-level discussions regarding the matter with Union Home Minister Amit Shah on Thursday. These talks were aimed at identifying a viable solution that would allow the reservation to be implemented in time for the 2027 polls.

While the legal complexities remain significant, the Chief Minister reiterated his administration’s commitment to the ST community. He emphasised that the government is exploring every possible avenue to ensure that the reservation is realised, marking it as a priority for the state’s electoral preparations. The government is expected to provide further updates as its legal team concludes its review of the available options.
