New Delhi : Lok Sabha has passed the Tribunals Reforms Bill, 2026. The Bill was passed without discussion amidst opposition uproar. As the pandemonium continued, the Chair adjourned the House for the day to meet again at 11:00 AM tomorrow.
Earlier, when the House reassembled after the second adjournment at 2:00 PM, Minister of State for Law and Justice Arjun Ram Meghwal moved the Tribunals Reforms Bill, 2026, amid the opposition uproar. The bill aims to improve efficiency, ensure independence, transparency, and uniformity in the qualifications, appointment of service of Chairpersons and Members of various Tribunals, as well as the administration and functioning of the Tribunals. The legislation also proposes to establish a National Tribunals Commission.
Mr Meghwal said that the Bill has been brought as part of the reform express being rolled out across various sectors under the leadership of Prime Minister Narendra Modi. He said, the purpose of tribunals is not to replace courts but to function as complementary institutions in modern governance. They deal with specialized matters such as taxation, company law, environment, securities market, intellectual property, and other regulatory domains, with the objective of ensuring speedy and effective delivery of justice. Mr Meghwal highlighted that under the leadership of Mr Modi, the government initiated the process of rationalisation of tribunals in 2015.
The Minister said that the Tribunal Reforms Bill, 2026 has been brought to establish a modern, independent, and uniform tribunal ecosystem. Mr Meghwal highlighted that the bill is aimed at strengthening governance, appointments, institutional independence, transparency, and efficiency. He said, the National Tribunals Commission will be established and it will be chaired by a former Judge of the Supreme Court or a former Chief Justice of a High Court.
. The Presiding Officer, Jagdambika Pal repeatedly requested the protesting members to back to their seat and allow the House to function. He said that the entire nation is watching that who is responsible for the disruption of the House. Mr Pal said, the House is meant for discussion, but since the very first day of the Monsoon Session, the opposition members are continuously causing disruptions. Mr Pal said that Parliamentary Affairs Minister Kiren Rijiju has already accepted their demand that Union Home Minister Amit Shah is ready to give a statement on the issue related to the student protest.
