New Delhi : The Parliament’s Public Accounts Committee (PAC) Sub-Committee on Defence convened at the Parliament House Annexe on July 10 to scrutinise Comptroller and Auditor General (CAG) reports related to defence projects. Chief of Defence Staff (CDS) General Raja Subramani and other officials attended the meeting.
BJP MP Aparajita Sarangi chairs the PAC Sub-Committee on Defence, overseeing the examination of defence-related CAG reports. The session addressed concerns about internal controls and quality assurance in Military Engineer Services (MES) contract execution, as well as issues regarding abandoned buildings and contract delays.
The agenda featured an audit briefing and oral evidence from Ministry of Defence representatives focusing on two key topics: “Internal control and quality assurance in execution of MES contracts” based on Chapter II of CAG Report No. 1 of 2026, and “Abandonment of buildings constructed costing Rs. 166.16 crore due to substandard construction and delay in fixing of responsibility,” as per paragraph 3.3 of CAG Report No. 28 of 2025.
The meeting followed recent discussions held by the Parliamentary Standing Committee on Defence regarding the transformation of Defence Public Sector Undertakings (DPSUs). Chaired by BJP MP Radha Mohan Singh, the committee met on July 8 at the Parliament House Annexe to consider issues related to “Review of Self-reliance and Modernisation of Defence Public Sector Undertakings (DPSUs) – Old DPSU.” Ministry of Defence and DPSU representatives provided briefings on modernisation and self-reliance efforts within defence public sector entities.
Earlier, on June 24, the Parliamentary Standing Committee on Defence received oral evidence from senior defence and Army officials concerning the “Role of Indian Army in ensuring defence of the Country.” Present at that meeting were CDS General NS Raja Subramani and Army Chief Designate Lieutenant General Dhiraj Seth.
Officials informed the committee about technology adoption initiatives aligned with modern requirements and innovation promotion efforts. They also emphasised the preparedness of the Indian armed forces to secure the country’s borders across varied geographical regions, highlighting the specific operational needs involved.
