New Delhi : The Parliamentary Standing Committee on Communications and Information Technology has urged the Ministry of Information and Broadcasting (MIB) to prepare a roadmap for nationwide adoption of a common regulatory framework for live events. The recommendation aims to support the implementation of uniform licensing and permission processes for concerts, festivals and other live events across all states and Union Territories.
According to the Committee’s latest report, the Ministry informed members that the Live Event Development Cell (LEDC) has operationalised its single-window permissions portal to streamline approvals for live events. The Ministry also stated that 23 States and Union Territories have conveyed their willingness to adopt the Centre’s Model Executive Order (MEO) and Standard Operating Procedure (SOP) for organising live events.
The Committee noted the progress made by the Ministry but recommended that a clear implementation roadmap be developed to facilitate adoption of the framework across all states and Union Territories. It said a consistent regulatory system would help simplify permissions and improve coordination for organisers conducting events in different parts of the country.
The Centre introduced the Model Executive Order and Standard Operating Procedure in 2026 to standardise licensing and permission processes for live events. The framework is supported by the LEDC’s single-window portal, which is intended to reduce administrative processes and provide a common approval mechanism for event organisers.
The Committee’s recommendations form part of the government’s broader efforts to strengthen the regulatory framework for India’s live events sector through standardised procedures and improved coordination between the Centre and states.
