IPU: EMPOWERMENT SERIES FOR YOUNG PARLIAMENTARIANS – On 17 June

Geneva : Artificial intelligence (AI), is increasingly transforming the way people work. Parliaments are no exception. As digital natives, young MPs are often among the earliest adopters of new technologies, including AI. Many have already been experimenting with AI tools in their work to save time, work more efficiently, improve communications and conduct research.

The briefing will provide young MPs with:
•    Practical knowledge of tools, techniques and tips for using AI tools.
•    Enhanced understanding of how not to use AI tools by covering key principles for responsible usage. 
•    An opportunity to share their own first-hand accounts of how they are using AI to improve their parliamentary work, and learn from one another.

In a letter to all stakeholders on 28th. May,  IPU Secretary General Martin Chungong wrote : “ I am pleased to invite the young members of your Parliament to join an online briefing entitled Masterclass on using AI in day-to-day work. The briefing will take place on 17 June 2026 and is being organized within the framework of the Inter-Parliamentary Union’s (IPU) Empowerment Series on capacity-building activities for young parliamentarians.

 I would be grateful if you could nominate one young male and one young female parliamentarian (aged up to 40 years old) to attend the briefing, which will take place online from 14:00 to 16:00 CEST (Geneva time). Interpretation in English, French, Arabic and Spanish will be available.

CONCEPT NOTE :

Artificial intelligence (AI), especially tools such as ChatGPT, Claude, Gemini and other emerging platforms, are increasingly transforming the way people work. Parliaments are no exception. Today’s young MPs face growing demands to process large volumes of information, communicate quickly and effectively, engage with constituents, analyse complex policy issues and respond rapidly to unfolding events. AI tools are increasingly becoming practical tools that can help young MPs save time and work more efficiently.

However, harnessing the benefits of AI while minimizing its risks remains a major challenge. Data protection, cybersecurity, AI hallucinations and biases, tech-facilitated violence against women, including AI generated non consensual images such as deepfakes, and the amplification of mis- and disinformation are among the many risks associated with irresponsible AI use. It is critical that MPs integrate these tools into their work in safe and responsible ways.

The Inter-Parliamentary Union (IPU) has been working to support the role of parliaments in harnessing this new technology both at a policy level as well as for individual MPs and parliamentary staff. In 2024, the IPU adopted a resolution on The impact of artificial intelligence on democracy, human rights and the rule of law. The 2025 Artificial Intelligence Conference on The Role of Parliament in Shaping the Future of Responsible AI concluded with the Kuala Lumpur Declaration which, in addition to addressing AI policy, also recommended increasing parliamentary capacity on the use of AI. An increasing number of parliaments are developing their own rules and guidance for MPs and parliamentary staff on AI use and the IPU has been supporting this work through resources like the Guidelines for AI in parliaments and the Maturity Framework for AI in Parliaments. Work has also begun on an upcoming study on how MPs use AI.

As digital natives, young MPs are often among the earliest adopters of new technologies, including AI. Many have already been experimenting with AI tools in their work to save time, work more efficiently, improve communications and conduct research. This can include support for drafting speeches and reports, summarizing documents, preparing parliamentary questions, supporting legal drafting, developing media talking points and simplifying technical documents.

 Through a combination of presentations, live prompting demonstrations, interactive questions and answers and sharing of real-world experiences, this Empowerment Series will be an opportunity for young MPs to explore how to get more out of AI tools and level up their knowledge in a safe and responsible way. It will provide young MPs with:

• Practical knowledge of tools, techniques and tips for using AI tools. This includes mapping popular ways AI can be used to help MPs across a variety of tasks and effective prompting.

 • Enhanced understanding of how not to use AI tools by covering key principles for responsible usage.

 • An opportunity to share their own first-hand accounts of how they are using AI to improve their parliamentary work, and learn from one another.

 Simultaneous interpretation will be available in English, French, Spanish and Arabic.
